About the Division
The Water Division is comprised of three separate Programs. Each Program was created by a different local law and responsible for the implementation of specific local and federal statues and regulations. Each Program is responsible for rulemaking, permitting, inspections, compliance monitoring, and enforcement for their specified area.

The Chief Engineer oversees the Water Division. Captain Brian Bearden has been appointed to be the Chief Engineer position for the Guam Environmental Protection Agency. CAPT Bearden is a commissioned officer with the U.S. Public Health Service Commissioned Corps, which is one of the seven uniformed services of the U.S. and under the direction of the Surgeon General of the United States.
