Guam EPA Issues Notice of Violation to Palisades Subdivision Project Developer

The Guam Environmental Protection Agency (GEPA) is informing the community that a Notice of Violation (NOV) was issued to the Palisades Subdivision project developer.

This NOV was issued following GEPA’s investigation into the Palisades Subdivision project as a result of the landslide occurring on route 1 in Hagatña on October 15, 2025.
